No need to reinstall or anything. The Oracel post wait driver is not loaded. Log on as root and run
/etc/loadext /etc/pw-syscall4.1
The login as oracle (dba or whatever) and try svrmgrl
Note: Usually this runs by default, but if there is an abnormal termination, it may not come back without a little help.
