Restricting information to sys / system

I have to create an schema that contains some tables with information about
the company payrolls. I need to protect this tables to be viewed by even
system administrators so I have to manage to restrict sys/system/internal
users from having access to these tables, they only have to do backups or
recoveries of these tables. Is this posible?
