To upload a table from MS-Access you can simply user an ODBC connection to
the Oracle DB.



To convert from SQL Server database you can use the Oracle Migration
Workbench which can be downloaded from the Oracle Technology Network. See
for it at the METALINK-site. You should have official Oracle support to use
it.
