Install OEM2.1 on Millenium

I have a client machine that has windows millennium installed on it. I would like to install OEM 2.1 on that machine. However, when I run the installer, it appears to recognize this machine as a unix box since it only prompts for a source and destination but no Oracle Home Name. Does anyone know what the installer looks at to determine what type of install to do( ie winnt/2000, win98, solaris)? I want to make the installer recognize the machine as win98.
