Help! Consistent=y isn't working!

I have exported and imported a database from one server to the other. After the import the application accessing was giving problems It turned out the sequences were screwed up, they seemed to be off by a fairly low #.
So I checked the the exp started, 21:40:40pm, but the transactions that occured after the exp started, were still recorded in the exp file (up to 21:45). but my guess is the sequences actually stayed 'consistent'.
Is this a bug?
