  You can do all of that fairly well if you have: 1. Oracle on a version of UNIX and appropriate hardware. 2. Skilled technical support - both DBA (DataBase Administrator), SA (System Administrator), and Developers.
3. Give them enough time to get the system stable and design applications. Pay them hourly if you want lots of overtime.
