insufficient privileges

Running Oracle 8.1.5 on Red Hat Linux 6.0.  When trying to run dbstart or 
running within svrmgrl I keep getting the following: 



ORA-01031: insufficient privileges  



Anyone know why I am getting this and what I can do to get around it?
