assign dispatcher port

Hi gurus,

    I want to predefine ports for MTS_DISPATCHERS. I did some search and found out that other people use this parameter in initsid.ora file: MTS_DISPATCHERS="(ADDRESS=(PROTOCOL=tcp)(HOST=****)(PORT=****)) (DOSPATCHERS=1)" I tried this on my Oracle7.1.6 SQLNet v2 environment and the dispatchers are still listening on random port numbers. How do I do it in my environment? Thanks for help.
