Can't start enterprise manager 2.1

I am running Enterprise Manager 2.1 on Win NT WS and have successfully created a management server on my 8.0.5 server. When I start EM I get a login prompt, enter in the repository login and get this message:

Unable to connect to the management server NAME. Please verify that you have entered the correct host name and the status of the Oracle Management Server.

Is there something I have to do to "start" the management server after I create it? Is there anyone else running a management server on 8.0.5?
