Your Instance hasn't been started. Connect as a privilege user, then issue the startup comand. Future connections will be fine.

You don't mention your platform (which would be helpful in future), but if it is Unix, you could try an 'oerr ora 1034' at the command line and see whether the on-line help would have explained this to you at the time.
