Connect Remotely as SYSDBA

I'm trying to connect remotely, from OEM, as sysdba to a 8.1.6
database.  I can do it fine from the box it self.
But doing it from a remote machine , I get a invalid username/password
error.  Read in the documentation that


this could be caused by modifying the password file which one of our
someone did.  How can I resolve this, rebuild
the password file?
