I have the same problem before. and my friend told me which may caused by NT's resource is not enough.

Are you running IIS and Oracls and the same machine? if you do, you may want to seperate them and leave oracle alone in one machine.

When is the last time you shut down you oracle server? try to shut down your oracle regalurary (I shut down my oracle server every two months)

actually, you can move listener to another machine that may save some resource for oracle.
