I actually had this happen last a few weeks ago when PMON died now that I think of it. The UNIX admin changed an IP somewhere without bouncing the DB. Somewhere the actual IP address must of been cached and we could not use any of our DB Links likely as a result of some of the IP changes even though we use names resolution. After a shutdown abort and bounce it was fine.
