The information about what users are currently connected to you system is kept in the v$session view. If you are the DBA or have select any table priveledges and you database has been correctly installed you should have no problem accessing this view. Oracle has a number of log files (.trc) but I'm not sure off hand which one would contain a history of connections granted to the database, I would guess the the file related to the listener.
