YES !!!!!! One of the worst decisions they've made in a long time, I think. If you're in Maryland like me and the server is in Phoenix, it can range from annoying to unusable. Solution? Call a non-Oracle colleague in Phoenix and talk him through screen by screen.

I wouldn't be surprised to see a character-based installing making a comeback.
