Database links

I'm on 7.3.4 on AIX 4.2. Here's the problem: I have a user that is OS Authenticated who has the DBA role. This user is trying to create a private database link to specifying a fixed username/password. The create works, but, testing the link, the link is not active. I have created the same link as myself with both OS authentication and not, and the dblink is active. The user can create a public dblink that will be active but not a private. Also, global_names is set to FALSE because the private link needs to be a unique name. I have tried this as well as myself.

Anyone have ideas?
