I agree that this error must come from the OS, so I would suggest you check your ulimits according to the Installation Guide requirements.
If this doesn't help, try to decrease all memory-related parameters in init.ora. If the database can then be started you should check your kernel configuration for resource-limitations.
Otherwise, send me the trace file and I will take a look at it.
