Hi Kevin!

Look at DBMS_REPCAT.ALTER_MASTER_REPOBJECT and DBMS_REPCAT.EXECUTE_DDL.
Also O´REILLY´s "Oracle Distributed Systems" by Charles Dye is a good point.
