Replication Push appears to run twice

I am replicating (multi-master) to two other sites. I have this set up in two environments, a development and QA. The Development environment appears to replicate fine, I have no local errors. But in QA, I have symptoms suggesting that each pushed transaction wants to post twice. I get delete errors for 'Data not found', and insert errors for duplicates (PK constraints violated). These same transactions posted successfully in the Development environment. I have double checked my DB-links, global names, name server and tnsnames to ensure that the push jobs in each instance are going to the right place.

Any thoughts?
