One solution is RCS which is available on windows and unix platforms.
There is a free gnu version available. One source is ftp://ftp.cs.purdue.edu/pub/RCS/rcs57pc1.zip Or search gnu-rcs for more info.
Component Software offers a nice user interface for RCS for about $75 per user: http://www.componentsoftware.com Installing the component software product will also install RCS for you.
I have used these tools to handle all files related to a web development projects: uml documents, pdf files, visio drawings, html, jpegs, gifs, database export files, communiations etc. The number of these files for a project easily goes over 500 without too much trouble. It is an easy to use content and change management system.
