hmmm...interesting question.
in our environment we are currently monitoring our database using oem and we also have the packs installed. i have found the packs to be useful in particular when checking top sessions and top resource users. we can get explain plans for all sql statements, help in tuning our indexes, monitor all our instances and performance stats etc. so, yes the products are useful but everything can also be done via scripts.
overall, i think oracle is price gouging because these prices are clearly obscene. we are also looking into two other products; quest has instance monitor and precise has a couple of products as well. i'm pretty sure that all these products do pretty much the same things but that price wise, the non-oracle products will definately have an edge. interesting about the precise products is that they directly read the sga and return there performance stats from here instead of going to the v$ views.
this is a bit of rant aswell, but i think oracle could do with some very stiff competition from ibm udb/informix/sybase so that they start coming down with there prices a bit.
