Well...pardon me whilst I spit out those feathers. Though the OEM Security Manager doesn't show it being a system privilege in the RESOURCE role, it certainly does grant it. And, here's what the 7.3.4 doc says:
Note: If you grant or revoke the RESOURCE or DBA role to or from a user, Oracle7 implicitly grants or revokes the UNLIMITED TABLESPACE system privilege to or from the user.
