Upgrade to 8.1.6.1!
I upgraded from 8.1.5 to 8.1.6, and then to 8.1.6.1 and the connection time dropped dramatically (now 5s or less) with 8.1.6.1.
This is using tcpip connection with the database running on the same machine as the sqlplus client. I can't absolutely swear that we didn't also tweak something to make this improvement, but I do believe it was the software upgrade.

A couple of notes:
Someone suggested trying a BEQ connection; that option is not available
in oracle 8i, although there is a choice which may be the same thing
called ipc.
Also, someone suggested using prespawned dedicated servers; that option is not supported for winnt/2000 although you can use it anyway if you want to. It made a tiny bit of a difference for me, but not much.
