You should purchase a book relating more to tuning than DBA work. Personally I like Niemiec's work but there are others who will disagree with me. Entire books have been written on your questions 1 and 3, therefore I believe you would be best-served by a thorough study and understanding of a good tuning book.

Keep in mind that Oracle (and the operating system) can be well-tuned and working at their peak while you still experience bad performance, usually because of a poorly-written application or poorly-formed SQL statements. Therefore to cover all the bases you are going to have to understand not only Oracle and the underlying operating system but also how the application is coded, or at least what it's throwing at the database.
