For Developer information you want to check the tools board, that is, comp.databases.oracle.tools and also check any post by Thomas Kyte and/or Jonathan Lewis as both have good web sites for DBA's.
You may also want to check www.oracle.com/support and www.orapub.com which has a lot of white papers and articles available for downloading.
