oracle Enterprise Manager 2.0.4 on NT

Can anayone tell me why I need to start again the Manager Service on NT platform, after the Server Start. (Even if the service is configured in automatic mode)

I use Release 8.1.5 of Oracle 8i and Release 2.0.4 of Oracle Enterprise Manager
