Enterprise Manager Installation Problems

I'm currently trying to install Enterprise Manager 2.0.4 on Win 98 in order to monitor databases on AIX. The software appears to install OK, but the Configuration Assistant that should start automatically during the installation fails to start. What am I doing wrong ?

Also is there any way of avoiding the Installer installing older versions of Net 8 ? Currently I'm using 8.1.5 client and the installer wants to install 8.0.5.
