I have the same problem, and with the 8.1.5 docs as well. What happens to me is that if I try several times to open the index.html file, things will finally work. Sometimes it work the first try, but more often the following happens to me:
Open index.html, the navigator window never displays. Quit IE. Restart IE, open index.html again, IE locks up. Use NT task manager to stop IE. Restart IE, open index.html, navigator window loads.
Sometimes I have to repeat these three steps multiple times to get it to work. At one point last fall, I was up to 3 cycles of 3 tries each before things worked. I phoned Oracle support about this, but all they had to say was that it was an IE bug and it was just something I had to live with.
This doesn't solve your problem, but you are not alone.
