Language problem with Oracle and NES

Hi,

In my oracle tables I've spanish characters, 'ņ', etc., but when I connect to it from my cgi, it return a '?', I know the problem is the

setenv NLS_LANG = SPANISH_SPAIN.WE8DEC

but, where I indicate it to my NES because the user that executes the web server not have shell.

Any idea???
