Oracle Information Navigator is flaky - any solution?

For years I've put up with the Java-based "Oracle Information Manager" that sometimes pops up when you open Oracle 8's online documentation--and sometimes doesn't. And the times that it does appear, it freezes in about 50% of the searches.

Has anyone determined a way to (a) make the Oracle Information Navigator appear reliably, and (b) keep it from crashing when it's doing its job?
