Oracle DBMS_ALERT

I have a stored procedure which does nothing more than wait for a DBMS_ALERT. When it gets the one it expects, it calls another stored procedure. It works fine when I open a SQLPlus session and run it. How can I get this to always be running in the background? When I close my SQLPLus session, obviously it stops.
