In an ideal world I would agree - however you have to take a view over
whether OpenVMS has a medium to long term future. I would love to say it has
but honestly I feel unable.

For reliable longer term resilient systems you really need to look at Unix -
as much as it galls me to say so. Possibly consider AS400.
