Database Creation - Sizing

How to foresee the size of a Database basically web based or intranet based? With respect to Data, number of users, Objects under every users, Tablespace, Rollback Segments, Any init.ora tuning parameters, Hardware/OS Specifications, Any formulae can be enforced to get the Size of the Database?
