setting Oracle environmental variables

Where is the *correct* place to specify the settings for "oracle" user environmental variables?

I am running 8i EE on Linux RH 6.1, bash shell.

So far I only have one UNIX Oracle user defined, the "oracle" user, who belongs to the DBA group. I set the oracle user's environment in the .bashrc file (for example $ORACLE_SID, $ORACLE_BASE, $ORACLE_HOME). The install notes mention setting these variables in the oraenv file. I tried this, but it sets these variables for every user, including "root", everytime I open a terminal window. This is not what I want. I don't see the point of doing this for every user, since not every user will be using Oracle.

What I need to know is, is .bashrc the right place to specify the oracle environmental variables? And is there a better way? Also, do I want to create
another user, besides "oracle" and add them to the DBA group, for example, for adminstrative purposes?

I hope these questions don't sound too stupid!
