There are very few clients out there that would put money into a consultant unless they are planning to hire them or it would be a long term gig. The consulting firm I am with sent me off on a 3 month mainframe training program a year ago. Currently I am waiting to go to a mainframe assignment and in the meantime my consulting firm (also has a line of software development tools for both client/server and mainframe) is making it worth my while to learn new things (in addition to the stuff I already know).
Admittedly I am a anti-MS bigot and have very little desire to really work hard on learning MS products (though I certainly do not plan on going hungry over this issue) but there is more than a few AIX/Oracle shops in my region. So I am into learning Unix systems and Oracle.
Anyway I feel it comes down to this: OCP exams are in no way sufficient to claim Oracle expertise, but I do feel if you have an OCP certification of some of the exams done you would probably be considered to be in a better position to become an expert or at least competent with Oracle (i.e. a lower risk for failure at the job from the employers point of view).
