You are right that 2G is a very big minimum number. Perhaps your DBA has more information than you presented here. For example I have two small databases running on an NT server with 192M and performance is fine. But they are small databases. You can run Oracle itself in 128M. All the rest would depend on what the requirements of your specific database were.
