Do you mean 2048 rather than 2096
and 4096 rather than 4192
The normal series of 'magic' numbers is 512,1024,2048,4096,8192 etc
If so I might either go for 2048 (2K) or maybe 4096 based on what you have said. Consider the amount of possible full table scans in conjunction with the avg and maximum row sizes. The aim being to pack as many rows into a block for sequencial access as possible. However balance this with the larger blocks coming back for random of index driven access.
Also you need to take a choice that will tend to avoid chaining and migration. i.e. rows that span more than one block. If your database contained longs, raws longraw, and clobs etc. you would want a lager block size although even then you might no avoid the problem just minimise it.
All a matter of a balancing act really.
