Try to get hold of Personal Oracle (8i). Basically, that's the full product
for desktop. You can get it from www.oracle.com or
http://technet.oracle.com.
It doesn't come with a complete development environment as Developer is
considered a distinct product.
It probably comes with SQL*Plus (command line interface to Oracle), Pro*C
(precompiler for C) and Oracle Objects for Ole, Access/DAO like interface to
Oracle from within Visual Basic and Visual C. The 8i release definitely
comes with Java and JDBC. As I don't have Personal Oracle, due to lack of
disc space, money (to replace the complete PC) I can't provide any more
details.
