If you are using Unix, you should set up NLS_TERRITORY and NLS_ISO_CURRENCY
as environment variables. If using NT, set these values up in the registry.
The database would also have needed to be created using an 8 bit character (i.e WE8ISO8859P1) set and not just the default (US7ASCII) character set. You can check which character set was set when the DB was created by looking in the table sys.props$. If you need to change the character set, you really need to re-create the database.
