The create user statement is incorrect.
The username should have been ops$oracle8i
Here is the corrected sql stmt:
CREATE USER ops$oracle8i IDENTIFIED EXTERNALLY
DEFAULT TABLESPACE USERS
TEMPORARY TABLESPACE TEMPORARY
PROFILE DEFAULT;
