Your 2: is the problem, Oracle seems to have desupported that in Oracle 8. Your best bet is to make sure you have an entry LOCAL=<SID of your database>
in HKLM\software\oracle in the registry. If you don't specify anything when connecting this will be the database you get connected to.
Resolution is stil done through tnsnames.ora
