I was about to curtly say 'RTFM' followed by

# vppcntl -start

but I just looked in my (8.1.5) $ORACLE_HOME/bin and see no such executable despite claims that Data Gatherer comes bundled with 'Intelligent' (sic) Agent on Oracle 8.1.5.
