Yes, you're spot on. 4.0.7.0 and 4.0.7.1 are only supported under SP3, although 4.0.7.1 appears to run under SP5. I received the following from Oracle support about SP4;

> We have found several issues with OAS on SP4 and we advise customers not to

OAS 4.0.8 supports (indeed, requires) SP5 but seems to have problems of its own eg if you want to use cartridge-mode developer server...
