Many people use Perl+DBD/DBI:Oracle driver or Apache with PHP. Also you can use Java applets/servlets. Java has drivers for Oracle. You will have a full access to DB. But you have to create user interface (html pages or applets) by your hands.

This are patform independent both. I belive there are above things for NT.
