Verna,
You are correct. Those tables are the repository. Assuming you are using a version lower than 2.0.4, each user that logs into OEM will create a repository. The 'system' user will also create a repository, but that is a BAD idea. You don't want to cram a hundred tables in the system schema. That is a good way to corrupt the database.
