OEM204 connect problem

Installed WinNT40, Oracle EE 8.1.5.0.0 and would like to install OEM 2.0.4, but when the setup came to create the repository I’m not able to connect. Trying to connect in Enterprise Manager Configuration Assistant I get Error ORA-12222 TNS: not such protocol adapter (tried both system/manager and system/manager_at_Net8alias) In SQL*plus both system/manager and system/manager_at_Net8alias works fine. My Oracle homes are c:\oracle\ora81 and c:\oracle\em20. A home for Oracle server and one for OEM.
Why?
