Performance Tuning of Oracle OAs 4.x

Hi guys,
  We are running our site on Oracle OAS 4.0.7 on a Sun Solaris using PL/Sql Catridge. We notice varying performance during the day. Iam not able to figure out if it is the Web server PL/Sql Carteidge or the nerwork. Any tips on moniroting and Tuning the OAS will be appreciated. I have looked at the Oracle Manuals but they are very basic. Has anyone else gone through this before. Is the Pl/Sql Cartridge a good option or should we dump it in favour of a environments like JSP or tools like Cold fusion that may use ODBC or JDBC. I though native PL.Sql will be faster then ODBC, but we are not seing that in the performance.
