$CRMPSC_GDZRO_64 failure when starting oracle7 on OpenVMS

I try to increase the db_block_buffers parameter in the init.ora file on Oracle7 Server Release 7.3.3.4.0 under OpenVMS V7.1-1H2 on an Alpha server 800.

But when I start the instance I obtain the error message:

ORA-07690: smscre: $CRMPSC_GDZRO_64 failure

The Oracle doc say for this error:

Examine system error and refer to VMS documentation !

But there is no system error message associated in the log file !

Does anyone can tell me witch system parameter or account quota I have to change?.
