Phantom dbsnmp processes?

I am running Oracle 8.1.5 with the inteligent agent on Sun Solaris 2.6 (SPARC). I have about 10 instances that I am monitoring with OEM 2.0.4. The server has over 200 dbsnmp processes started, but are not running. Why would so many dbsnmp processes be started?
