Connecting from an 7.1.6 db to 7.3.3 via a db link - PROBLEMS

I'm trying to connect from an Oracle 7.1.6 db to a 7.3.3 db via a database
link. I can do it from 7.3.3 to 7.3.3, but I get a TNS failed to resolve
error when I try an connect from the 7.1.6 db to the 7.3.3 one.



Is it possible and if so what changes do I need to make.
